If you're asking if you could have been EXPOSED TO AGENT ORANGE without being in-country the answer is 1 chance in 1,000,000. Hell, you'd have to have been in a warehouse where they stored it. Even if you were, you could never prove it. Hell, there are guys who were in Nam who cannot get the VA to recognize their claims. You're trying to paddle upstream with a coffee stirrer.
